I’m assuming there’s a bandwidth limitation (i.e. the number of monthly uniques you can include in testing) on the free plan, but I don’t see that info on the site. Is there one? What is it?
There's indeed a limit of 50,000 Monthly Unique Visitors on the Starter (free) plan. It's no longer on the plans page, as the Starter plan is no longer offered by Optimizely, but you can find a list of features, including for the legacy Starter plan, in the Knowledge base:

Is there a way to cap the number of visitors on the pay-as-you go plan? i.e. once we reach 1000 unique visitors, we simply stop running visitors through the experiment? We're expecting some positive press coverage in the next few months, but as a small startup, 10,000 monthly visitors on the pay-as-you-go plan would be disastrous for our budget.
