Goal Tracking Before a Test Page is visited
I was wondering if Optimizely tracked click goals before a test page is visited? For example, if I set up a test on a single page, but I set up a goal to track PDF downloads anywhere on the site, will the PDF downloads done before the test page is visited be tracked towards the PDF download goal?

Due to the way Optimizely goals work, it is not possible to track downloads that occur before the visitor has been included in the experiment. The experiment id must be present in the visitor's optimizelyBuckets cookie at the time the conversion occurs otherwise it cannot be attributed to the experiment. You can, however, track downloads that occur after the visitor has been included in the experiment (even if they have left the experiment by the time of the download) by targeting the goal site wide.
