Mutually exclusive experiments and traffic allocation

My company is going to run two experiments that are mutually exclusive but we would like to throttle the traffic on both of them. On the page describing mutually exclusive experiments, it says "Mutually exclusive experiments... should each have Traffic Allocation set to 100%." Is this necessary? What if the allocation is brought down on both experiments, so they're both at 20% for example?

As of right now, our solution for making experiments mutually exclusive is dependent on the traffic allocaiton for both experiments being 100%. If this changes in the future we will share this in our knowledge base article on simultaneous testing here.
