Using Universal ID when ID is not available on goal page

Once set, does the Universal ID follow users even on pages where the ID is not sent?
Targeting the experiments to the Universal ID is no problem, however, some of my event goals fire on pages where the Universal ID is not readily available. I suppose I could do some work to make it available, but I'm wondering if that's a must.

Thanks Amy. I had read up on the documentation previously but it had left me with some doubts about the persistence of the user ID.
At this point I'm still just planning out a use case for the feature, and this helps a lot. Thank you again.
